Strategy 2013-2017

Section 1: Introduction

  • National and local development context ( operational context)

  • Development was defined initially for the people, by the people and of the people. Now in a changing context it is defined as the sustainable livelihood development of rural and marginalized people following through the people as well as with the people. Environment and climatic change has put a challenge to the development workers with its unpredictable events involving and impacting the rural population especially the women population.

    The donors, INGOs and NGOs have redefined its implementation modality and prefer to work in partnership with the local level CBOs building their capacity to be able to implement the program in a sustainable and accountable manner. Based on this Samjhauta Nepal has revised its strategy for the next five years from 2013 to 2017 and focused on the capacity building of the local CBOs especially in the areas of strengthening their governance and leadership integrating with its other areas of intervention and cross cutting themes.

  • Samjhauta Nepal's experiences and comparative advantage

  • Samjhauta Nepal was registered as a national NGO On March 26, 2003 under Nepal Government NGO Registration Act 1977. Since then it has been engaged in building different interventions of Community Education and Empowerment through Literacy, Saving, Loan, Micro enterprises, Health and Sanitation, Sexual and Reproductive health, HIV/AIDS, Democracy and Governance, Peace building and Dispute resolution, Community housing, disaster risk reduction, water sanitation and hygiene (WASH) etc.

    It has a comparative advantage based on its experiences of working with more than 200 local partners in more than 40 districts of different ecological zones of Nepal.

    Individually and collectively, Samjhauta Nepal has built credentials and reputation in providing women with skills necessary to improve their livelihoods and strengthen their organizations/groups and their voices in local government through participatory planning and action. It was born by strategic localization of Pact International.

    Section 2: Mission, Core values and Priorities

    Mission

    To create opportunity for women, men, adolescent, youth, children, marginalized groups and persons with disabilities to develop the skill and resource needed to achieve social, economic, political, civil and environmental justice.

  • Priorities:

    1. Education and empowerment of rural poor women and marginalized population
    2. Improving the literacy status of rural poor women through action oriented literacy package and training

    4. Technical backstopping for the capacity building of the local organizations (CBOs and NGOs)
    5. Piloting integrated innovative interventions

    Section 3: Program Strategy

  • Focus groups: Women, men, marginalized groups, youth, children, adolescents, persons with disabilities, old aged men /women, single women, people vulnerable to disaster, people living with HIV & AIDS (PLWHA), school teachers, community health workers and national and district level stakeholders.
  • Geographic areas (existing and proposed): Samjhauta Nepal has an experience of working in more than 40 districts which is distributed in 5 development regions and 3 ecological zones of the country including Karnali. Samjhauta Nepal is open to expand its work in other districts of Nepal as well.
  • Modes of operation: Samjhauta Nepal has experienced two different modes of operation:
  • - Working in partnership: Working from the central level for the technical backstopping of its partners in the districts to build their capacity for the implementation, monitoring, supervision and reporting of the program through partnership. This mode of operation has helped us increase the accountability of the partner organizations during the program implementation and build their capacity in implementation, monitoring, supervision and reporting. The partners have demonstrated participatory approach in a sustainable and inclusive manner.

    - Working directly: Working directly in the districts for the innovative piloting of integrated interventions has increased our capacity and knowledge leading to new and scalable learning.

    Strategic approaches
    At the heart of Samjahuta Nepal's strategic approach is a lesson learned from the women themselves: "dependency is not empowering". Women must shoulder the primary responsibility to truly change their lives.

    Section 4: Organizational Strategy

    Human Resources
    - Two types of staffing: the core staff and the program staff
    - On the job capacity building of the staff
    - Training to transform knowledge and skill to the community volunteers through district based staff
    - All the staff are guided by the personal and financial manual/policies approved by Samjhauta Nepal's executive members.

    Resources
    - Regular fund raising through the local donors
    - Short term technical backstopping through curriculum development and training for INGOs and NGOs
    - 3 percent contribution by staff
    - Volunteers time contribution
    - Support from the executive members as and when needed
    - Donation collection

    Localization
    - Looking at the strategic change in the implementation modality by donors Samjhauta Nepal's executive has decided to open branch offices in the program implementation districts as per the need based on the provision in Samjhauta Nepal's constitution.

    Section 5: Management and monitoring mechanism

    - Presentation of the audit report, program report, annual program and budget plan in the Annual General Assembly.
    - Quarterly monitoring by the Samjhauta Nepal' executive board
    - Monthly program and financial report to the donors
    - Regular weekly planning and program review in-house meeting
    - Regular field visit as per the project plan
    - Overall management is guided by the personal and financial manual/policies endorsed by the executives.

    Section 6: Sustainability

    - Regular fund raising mechanism through the central office at the national level and district office at the district office.
    - Regular scanning of the donors and their priorities meeting the priorities of Samjhauta Nepal.
    - Regular communication, networking and coordination with the national and the district level stakeholders for strategic program partnership.
